's airport. investigators try to piece together exactly what happened. so far no one has claimed responsibility. what they do know says president medvedev is that the
security system
failed.

on his orders, security has been increased at airports across the country. striking a balance between what is necessary and what is practical is difficult. especially in public spaces.
