Possible Tax Cuts for Personal Wind Generators

The State Public Utilities Commission plans to ask the South Dakota Legislature to pass tax cuts for small wind power producers.
The cuts on construction and property taxes are part of a five point plan to make it easier for people to build personal wind generators.
The PUC says that while the cost of central station power plants are going up, the price of small wind turbines is coming down.
It says they're not yet cost-competitive, but people like to install small wind turbines because it's consistent with their values or it's a hobby.
The proposal would also address interconnections with utilities, transparency in paybacks, and better relations with local governments.
