Heavy rains drenched windward Kauai for most of Saturday, causing flooding and road closures.
At one point on Saturday, rain gages reported 4 to 5 inches falling over Kapahi and Wailua within an hour.
Three homes in Hanalei had to be evacuated by boat, officials said.
The National Weather Service placed the north and east sides of Kauai under a flash flood warning until 7:45 p.m. Saturday.
The flooding washed heavy debris onto roads. Officials closed several roads in the Kawaihau District.
The American Red Cross announced it would open a shelter at Kilauea Neighborhood Center for residents being forced out of their homes.
