The Duluth City Council voted five-to-three Monday to grant the district a special use permit and variance.
The permit and variance will allow the district to continue its construction of a track and field at the new east high school site. The construction is part of the district's long range facilities plan.
Councilor Jay Fosle abstained from the vote because he is employed by the district.
