Philadelphia ban on motorists' cell phones begins

Levittown - A ban on using cell phones while driving in the city of Philadelphia is now in effect.Motorists caught talking or texting on a hand-held cell phone now face fines starting at $75.The ban that went into effect Sunday applies only to hand-held devices. Drivers can still use handsfree devices or call 911 in an emergency.Deputy police commissioner Stephen Johnson says officers will only issue warnings for the first month but will begin ticketing drivers on Dec. 1.
