Martin was found stabbed in front of her apartment at 1581 Summit Road on Oct. 20. She was taken to University Hospital where she died from her injuries.

House had been previously charged with stabbing three women in 1999. He was found not guilty by reason of insanity and served 10 years in a psychiatric facility. He was released in June after serving the maximum time allowed by law.

Hamilton County Prosecutor Joe Deters issued the following statement in announcing the indictment.

"Unfortunately, the problem is the shifting standards set by the Courts for dealing with people with mental difficulties. Now is the time to look at other state’s models and consider changing the law to ensure that these types of offenders are held for the longest possible period of time."
