The fight over permanent flood protection is stretching outside Fargo and Moorhead city limits. Dilworth City Council members say they feel like they've been left out, even though a proposed Minnesota diversion would be in their backyard. They voted last night to send a letter to the Army Corps of Engineers, voicing their concerns. Area landowners say the letter needs to go out before it's too late. "We're attached to our homesteads emotionally," says Mike Astrup of Dilworth. "But when you take away land from a farmer, you cut into his ability to make a living and that does affect second generations and beyond."

Dilworth city leaders say the diversion would cut off development for their city. It could also be costly for them to run infrastructure in the area and additional bridges would need to be built for access.
