Precinct 3 Constable Richard McCain said the incident is being reviewed by the district attorney's office, and a resisting-arrest charge was pending.

An internal investigation found no violations by the deputy constable, McCain said.

Video of the incident appeared on YouTube and newspaper Web sites.

The woman's lawyer, Tom Tourtellotte, said he will discuss the counteroffer with his client.
