RALEIGH, N.C. - The FBI has joined the search for 17-month-old twins who authorities think were taken to Canada by their biological mother.
Allison Quets is suspected of taking Tyler Lee and Holly Ann Needham, who had lived in Apex, North Carolina, with their adoptive parents.
Quets had monthly visitation rights as a part of a custody agreement, but now faces federal charges of international parental kidnapping.
A custody order allowed Quets to take the twins on Dec. 22 and return them Dec. 24 to their adoptive parents. The FBI says the woman crossed the Canadian border with the twins on Dec. 23.
